2010 Process

The reporting framework used in producing this report was developed and agreed by IHP+ signatories during the first part of 2010. Following a recommendation from IHP+Results’ 2009 monitoring, the IHP+ Scaling-up Reference Group (SuRG) established a Working Group on Mutual Accountability.

The Working Group put forward a list of 10 Standard Performance Measures (SPMs) and targets for IHP+ country governments and 12 for Development Partners that were agreed by the SuRG.  The list was based as far as possible on the Paris Declaration indicators, as means to minimise the transaction costs associated with the reporting framework. The measures were selected to track the expected results outlined in the IHP+ Global Compact.

The Working Group’s purpose was also to agree on simplifications and improvements to IHP+Results process for data collection, and on the presentation for results using development partner and country scorecards.

The outputs of the Working Group were discussed by the IHP+ Executive Team, and agreed by the IHP+ SuRG on 2 July 2010, along with time frames for data collection and reporting. At this point, IHP+ signatories were asked to opt-in to participate in IHP+Results’ 2010 independent monitoring process.
