IHP+ signatories were given 6 weeks to provide data (started on 2 September 2010).

Survey Tool & Detailed Guidance
IHP+Results used the agreed Standard Performance Measures to formulate a question-based survey tool – one for the development partners and one for the country governments. IHP+Results also developed detailed guidance documentation, drawing as far as possible on the OECD/DAC guidance for the 2011 Paris Survey.
The survey tool was sent out to all country government and development partner focal points. Each survey tool was accompanied by a number of guiding documents:

Country Governments Focal Points
Data was collected from country governments’ IHP+ focal points in the Ministries of Health (MoH). All MoH were asked if they wanted to complete the survey tool with support from an in-country consultant or from the IHP+Results team (not based in country). In 4 out of 10 countries (Burkina Faso, Burundi, Mozambique, Nigeria) a country-based consultant was identified in consultation with the MoH.
Development Partners Focal Points
Data from development partners was collected through contact with agency headquarters. A majority volunteered to coordinate this process from headquarters level for the list of 10 participating countries in which the agency considered themselves to be active. There was one exception – IHP+Results established direct contact with AusAID’s office in Nepal, on instructions from AusAID HQ.
Data Cleaning
The IHP+Results team reviewed and cleaned completed survey tools, as required, to ensure consistent application of guidance on key terms and definitions.
Data Analysis
From data return to the scorecards ratings
After data cleaning, it was aggregated as appropriate by an automated system that applies the rating criteria and produces the ratings, which were then transferred into draft scorecards. Progress is reported through a rating symbol (target achieved, progress towards target, no progress).
