Participants

The following IHP+ signatories opted to participate in the IHP+Results 2010 monitoring process. They were asked to provide data against the Standard Performance Measures.

The following bilateral and multilateral donors have agreed to participate in the 2010 data collection:

Standard Performance Measures & Targets

Participants were asked to report against a set of agreed Standard Performance (SPMs). There are ten SPMs for country governments and 12 for development partners. IHP+Results used the measures to formulate a survey tool – one for the development partners and one for the country governments. Detailed guidance documents were developed as well, drawing as close as possible on the OECD/DAC guidance for the 2011 Paris Survey process to ensure consistency.

Rating Criteria

A set of rating criteria was defined and published to determine the rating that would be applied to the performance of each development partner and country for each SPM – as shown on the scorecards. For a detailed list of the rating criteria please click here.

Scorecards

The data was aggregated and analysed across all countries and development partner and each Standard Performance Measure (SPM). Aggregated data was applied to transparent criteria and the resulting ratings are presented in Country and Partner Scorecards.

The scorecards demonstrate the progress of each participating signatory against their stated commitments and actions. This single page will allow an at-a-glance assessment, putting into practice the principles of transparency and mutual accountability.

Disaggregated data and Graphs

Development Partners were asked to provide data for each of the countries in which they considered themselves to be providing support to the health sector. Ratings criteria were also applied to these country-level data to provide a rating for each agency in each country against each Standard Performance Measure. This disaggregated data is available here, along with graphs to show data at different levels of aggregation.

Narrative Report – organised by Results Areas

The results presented in the Partner and Country Scorecards are analysed in IHP+Results 2010 Annual Performance Report.  Analysis is organised through five Results Areas, chosen to align with the OECD/DAC process for monitoring aid effectiveness. This should ensure that the experience of implementing the IHP+ contributes to the 2011 OECD High Level Forum review of aid effectiveness.  IHP+Results Results Areas are:

(1) Ownership, mutual accountability and engaging civil society;

(2) Transparent and responsible health financing;

(3) Strengthening and using country systems;

(4) Managing for development results; and

(5) Strengthening health systems.
