Scorecard Approach

The scorecards are the key products of our work. Scorecards provide a simple, one-page overview of the progress that an agency or country is making in implementing its IHP+ commitments. They have been produced for each of the country government and development partner that participated in the 2010 IHP+Results Survey. Progress is reported through a rating symbol (target achieved, progress towards target, no progress). A summary of the results is shown to the right of each rating – also stating the target.

Development Partner Scorecard

They show data aggregated by country and provide an overall picture of each DP’s performance against the agreed SPMs. Aggregated data was applied to a set of rating criteria to reach a rating for each SPM ensuring a transparent assessment of progress.

The Partner Scorecard includes an assessment of whether the agency is  “demonstrating progress” or “reporting limited progress” in each of the countries for which they have provided data. This assessment is also based on transparent criteria – a rating of “demonstrating progress” is provided where an agency has ratings of tick or arrow for the majority of SPMs; and “reporting limited progress” is provided where an agency has ratings of tick or arrow for the minority of SPMs.

A draft of each scorecard was shared with the relevant agency ensure that the data had been analysed and presented accurately. Following this, the ratings were finalised.

Country Scorecards

The data presented in the Country Scorecards was mostly supplied by the Ministry of Health in each country. The back of the Country Scorecard shows results for the IHP+ Country Government against the set of SPMs. Reported data was applied to a set of rating criteria to reach a rating for each SPM, which should ensure a transparent assessment of progress.

The back of the Country Scorecard also provides an assessment of whether development partners are demonstrating progress or “reporting limited progress”. This assessment is also based on transparent criteria – a rating of “demonstrating progress” is provided where an agency has ratings of tick or arrow for the majority of SPMs; and “reporting limited progress” is provided where an agency has ratings of tick or arrow for the minority of SPMs.

A draft of the scorecard was shared with each country government. In case of disagreement with the ratings,  additional supporting data could be provided. Following this, the ratings were finalised.
